A Whisper Past: Childless after Eugenic Sterilization in Alberta by Leilani Muir

Leilani Muir, eugenic survivor has written her biography and launched it at the Alberta Gallery of Art on May 24, 2014. The event was hosted by the Living Archives on Eugenics in Western Canada (http://eugenicsarchive.ca/). Leilani was the first person to file a successful law suit against the province of Alberta, Canada for wrongful sterilization under the Sexual Sterilization Act of Alberta.

Muir lived in several small towns in Alberta until she was sent to the Red Deer institution. The education she received there did not prepare her for life on the outside, but after she left the institution and escaped from her mother’s custody and at the age of 20, she learned quickly and worked in several cities in Western Canada as a waitress, a retail sales person, and a baby sitter, caring for as many as six children at one time. Only when she married did she learn the awful truth about the sterilization. After winning her case in court, her story was featured in a documentary by the National Film Board of Canada. She spoke at several public forums in Canada, The United States and France, and she ran for election to the Alberta legislature for the New Democratic Party. Recently she was designated a Game Changer on the CBC radio show The Currents, and her story was dramatized in the play The Invisible Child at the Edmonton Fringe theatre festival. She now serves as a governing board member for the Living Archives on Eugenics in Western Canada, a Community-University Research Alliance project at the University of Alberta. Leilani’s story educates us about Canada’s eugenic past and raises awareness about the on-going discrimination against people with disabilities.

We Were Children

We Were Children is a 2012 Canadian documentary film about the experiences of First Nations children in the Canadian Indian residential school system. Produced by the National Film Board of Canada. For over 130 years, Canada’s First Nations children were legally required to attend Government-funded schools run by various orders of the Christian faith. ‘We Were Children’ is based on the testimony of two survivors.

The film was shot in Manitoba, in Winnipeg, St-Pierre-Jolys and at the former Portage residential school, now the Rufus Prince building, in Portage la Prairie. It was produced by Kyle Irving for Eagle Vision, Loren Mawhinney for eOne Television, and produced and executive produced by David Christensen for the National Film Board of Canada. The executive producer for the Eagle Vision was Lisa Meeches, whose parents and older siblings were sent to residential schools.

Meeches, who spent over seven years travelling across Canada to collect residential school survivors’ stories for the Government of Canada, has stated that the idea for the film originated from a discussion she’d had at the Banff World Media Festival.[6] It was Meeches who approached director Wolochatiuk with the project. CBC Manitoba reporter Sheila North Wilson assisted the production by translating material in the script from English to Cree.
We Were Children premiered on October 2, 2012 at the Vancouver International Film Festival, followed by a screening at the imagineNATIVE Film + Media Arts Festival in Toronto on October 18. It was broadcast on the Aboriginal Peoples Television Network in March 2013, followed by a DVD release from the National Film Board of Canada on April 12, 2013. Today, March 27, 2014 the Truth and Reconciliation Commission of Canada begins hearings at the Shaw Conference Centre. The hearings are open to the public and attendance is encouraged. As the TRC Mandate (1998) stated, it is not only the sincere “acknowledgement of the injustices and harms experienced by Aboriginal people” but also the community’s step for “continued healing” and “[paving] [of] the way for reconciliation” that is the overall aim of testimonies through the the context of the TRC.

FIXED:The Science/Fiction of Human Enhancement

How do technologies that claim they will change our bodies and minds challenge our views of disability and normalcy? How might this affect what it means to be human in the twenty-first century?

These are the questions tackled in FIXED: The Science/Fiction of Human Enhancement. It’s a haunting, subtle, urgent documentary that takes a close look at the drive to be “better than human” and the radical technological innovations that some are advocating we embrace. Producer/director Regan Brashear has working on labor, race, youth, LGBTQ, and disability issues for over twenty years through documentary film, union organizing, community forums, and grassroots activism. She is co-founder of Making Change Media, which produces videos for non-profits and labor unions, as well as independent long-form documentaries such as FIXED.

Surviving Eugenics in the 21st Century: Our Stories Told

Join us in Edmonton on Monday October 21, 2013 at the Metro Cinema at the Garneau for the world premiere of Surviving Eugenics in the 21st Century: Our Stories Told. A series of unique short videos, survivors of Alberta’s eugenic era share their stories. What does eugenics mean now for a variety of people parenting, or considering parenting in contemporary Alberta?

The ideas and practices aimed at improving “human breeding” known as eugenics were influential across North America in the first half of the 20th century. The Sexual Sterilization Act of Alberta was law in the province from 1928 until 1972 and was aimed to prevent what it called the “multiplication of the evil by transmission of the disability to progeny”.

The province of Alberta occupies a special place in this history. First, it is the province in which the vast majority of eugenic sterilizations in Canada were performed (approximately 90%), with British Columbia being the only other province to pass involuntary sterilization legislation that was explicitly eugenic. Alberta’s eugenic sterilization program was vigorously implemented until the repeal of the Sexual Sterilization Act of Alberta in 1972. Secondly, it was against the Province of Alberta that Leilani Muir won a landmark legal case in 1996 for wrongful sterilization and confinement, a case that has helped to preserve a rich documentary basis for understanding the history of eugenics in Western Canada.

The typical grounds for eugenic sterilization were that a person’s undesirable physical or mental conditions were heritable, and that those persons would not make suitable parents. Central amongst those targeted by such eugenic practices were people with a variety of disabilities, especially (but not only) developmental disabilities. Yet many other marginalized groups— single mothers, First Nations and Métis people, eastern Europeans, and poor people—were also disproportionately represented amongst those subject to eugenic ideas and practices, such as sterilization. An understanding of why, and of how eugenics operated as it did in Western Canada, is relevant not only to the 3.6 million Canadians with a disability, but to all Canadians who embrace human diversity and strive to build inclusive communities.

Alberta Eugenics Awareness Week (AEAW) 2013 – whats planned so far

This year Alberta Eugenics Awareness Week (AEAW) will take place October 16 through October 22, 2013.

Our bi-annual Team Meeting will be held at the University of Alberta in Assiniboia Hall 2-02A (our regular room) on Saturday October 19th from 9:00 – 4:30 (time will be confirmed closer to the date). Please save the date and plan to attend.

We will also be holding an event on Friday October 18th to mark Person’s Day. Living Archives Team Member Dr. Joanne Faulkner from the University of New South Wales will be giving a talk along with other team members.

We are currently planning other events and talks with the Faculty of Native Studies and the Department of History at the University of Alberta throughout the week.

On Tuesday October 22, 2013 we will be holding An Evening of Performances (still working on the title) at the Arts-based Research Studio (4-104, Education North). CRIPSiE (formerly iDance) will be performing and Leilani Muir will be reading from her book. We have several artists that will be performing – one team member will be showing us her skills with hula hoops (yes that’s correct hula hoops!).  Rumor has it that a Belly Troupe made of up of all ages, sizes and abilities will be performing, but you will have to attend to find out if this is only a rumor. We have other performers who have expressed interest but are not finalized yet so more details will be announced soon.

The Sterilization of Leilani Muir

A new Wikipedia article about the National Film Board (NFB) documentary “The Sterilization of Leilani Muir” has been launched. The article is about the 1996 documentary directed by Glynis Whiting.  The documentary presents the story of Leilani Muir, starting when she was a young child and continues through her personal journey of her time at the Provincial Training School (Michener Centre) in Red Deer, Alberta, her sterilization and the launch of her successful lawsuit against the provincial government. The Living Archives on Eugenics in Western Canada held a showing of the film during the first Alberta Eugenic Awareness Week (AEAW) in 2011. Hope is NOT a Plan

Canadians with disabilities are about one and a half times as likely to be victims of violence as other Canadians. People with disabilities in Canada have civil rights on paper but not in practice. Canadian citizens, everyday, have their civil rights ruthlessly violated by their government.  This has to be stopped, because Hope is Not a Plan!

A Prequel to Gattaca?

The 1997 film Gattaca, written and directed by Andrew Niccol, portrays a futuristic society where babies are genetically engineered according to parental references.  The film features a society that consists almost exclusively of such artificially built individuals, with those who are born in the archaic, natural manner occupying the fringes of this society.  In order to protect the rights of what are referred to as the “valids” and thereby keep out the inferior “invalids,” each individual’s genetic material is constantly sampled and monitored.  Every person’s DNA is stored in a database, making multiple scans and random genetic sweeps in the workplace very efficient.  The story follows an “invalid” who has a dream of becoming an astronaut, a job open only to the genetically enhanced elite.

Limelight Film Festival: Edmonton

The Limelight Film Showcase, Day 2, is TOMORROW, i.e., Tuesday 18th October, 2011, at the University of Alberta campus in Edmonton.  All events are in Myer Horowitz Theatre in the SUB Building, and the festival runs from noon until around 10pm and includes not only short and feature films, but also live dance and movement performances.  Check out the schedule via the festival page here.  All events are free and open to the public.

I went to see the film Marwencol last night at the Metro Cinema; if you’re in Edmonton, you can catch it Sunday and Monday nights at either 7 or 9pm.  And if you are in St. Elsewhere, check it out when it does the rounds.  It is breath-takingly good.

 

The one sentence reason why?  Marwencol avoids freakification, sensationalism, and victimization in telling a powerful story that invites all three.

Director’s Anger over Comedy Film’s “Disability” Warning (from The Independent)

Disabled actors last night condemned a move by British film censors to label a new film featuring a disabled cast with a warning stating that the film contains “disability themes”.  Special People, a British, feature-length film with a cast  of mainly disabled actors playing disabled characters, was given the label by the British Board of Film Classification (BBFC) along with a 12A rating.  The director, Justin Edgar, is angry about the “unnecessary” labelling. “I was really surprised to get this certificate,” he said. “I couldn’t understand why a film censor thought it was necessary to make people aware that the film had disabled people in it.”

The movie – a comedy which follows a film-maker on the verge of a nervous breakdown who is enlisted to teach a class of wheelchair-users about film-making – has garnered awards and been selected for festivals around the world.  Read the entire article at the link below:

Dear Zachary: Just see it!

Sure to be one of the best documentaries from 2008, and already the winner of a long string of awards, Kurt Kuenne’s Dear Zachary: A Letter to a Son about His Father is a true knock out. I just saw the repeat showing at the EIFF. The film zips, twists, and turns, but never loses sight of its raison d’etre of paying a video tribute to a close friend of Kuenne’s, Andrew Bagby, whose life was tragically cut short. But the story, much of which takes place in Newfoundland, is one that casts its own dark shadow. Sept. 18, 2008 | When I was in fourth grade, someone you liked was a “good kid.” Someone you didn’t like was a “retard.” (Or, in the colorful patois of my native Boston, a “wicked retahd.” That, or this withering shorthand: “a wicked re.”) We did not use the term for the special-needs kids. They were “the special-needs kids.”

Basically, we used the word to describe any annoying person (or rule or homework assignment). There was also the timeless “loser,” of course, and the more ephemeral “dink” — “douche bag,” for its part, came later — but “retard,” and “retarded,” with all their variations, packed the most playground punch. And today, pop culture and the Twitterati, tirelessly mining those formative years for irony pay dirt, have spurred — for descriptive better or for derogatory worse, depending on whom you ask — a “retard” renaissance. Documentary: “Offense Taken”

Jerry W. Smith of the Institute on Community Integration at the University of Minnesota has drawn attention to this documentary of one community’s response to use of the word “retard.” Produced by Self-Advocates of Minnesota (SAM), “Offense Taken” is 26-minutes in length and closed-captioned, with a shorter version available for workshops and classrooms. The film is premiering this evening in Minneapolis and will be available on DVD in early September.

The personal tragedy theory of disability, Mike Oliver, and the social model

In 1976, a group of activists known as the Union of Physically Impaired Against Segregation (UPIAS), introduced a set of terms intended to counter medicalized definitions of disability.  While the medicalized definitions previously articulated were ultimately reducible to individual pathology, the UPIAS definitions locate the “causes” of disability within society and social organization. The UPIAS defined disability in this way:

Disability is something imposed on top of our impairments by the way we are unnecessarily isolated and excluded from full participation in society. Disabled people are therefore an oppressed group in society. To understand this it is necessary to grasp the distinction between the physical impairment and the social situation, called ‘disability,’ of people with such impairment. Thus, we define impairment as lacking part of or all of a limb, or having a defective limb, organ or mechanism of the body; and disability as the disadvantage or restriction of activity caused by a contemporary social organization which takes no or little account of people who have physical impairments and thus excludes them from participation in the mainstream of social activities. Physical disability is therefore a particular form of social oppression. Continue reading

A still shot from the movie with one blond, seeing woman leading a train of about 7 blind people behind her through cars parked haphazardly on a street. The people she leads seem to be walking with a hand on each others shoulder, or else by holding hands. One child has his eyes shut but the others have open, unfocused eyes. The image is overexposed, making colours look pale and washed out.

What happens when an epidemic makes people turn blind suddenly in the middle of their everyday lives? Well, you lock them up in an abandoned mental institution, tell them to distribute rations as they see fit, and a “Lord of the Flies” situation ensues (because blindness makes you lose your sense of humanity, perhaps) until, of course, the one person who can see infiltrates the blind exiles and saves them!

The promo page has a video and written synopsis. The video is audio-visual, no captions, but the synopsis below it roughly explicates what happens in the images. The official website (called Blindness- this fall, our vision of the world will change forever) is rife with bad jokes- you can choose to “see more” to go on to other pages, or “spread blindness”(!) to email it to your friends. The images are harsh and white, fogging in and out with overexposed photographs. The Guardian offers some more written review. I get that it’s supposed to be a horror movie, and no doubt widespread, sudden blindness would be horrible. But I wonder about how people feel about the fact that they require a seeing person to save them.
